Introduction
As an entitlement community, East Baton Rouge City-Parish (EBR) receives funds from the U.S. Department of Housing and Urban Development under the following programs:
- Community Development Block Grant (CDBG)
- HOME Investment Partnerships (HOME)
- Housing Opportunities for Persons with AIDS (HOPWA)
- Emergency Solutions Grants (ESG)
To receive these federal funds, EBR must develop a HUD approved Consolidated Plan every five years. This plan guides how federal funding is used for affordable housing, community development, and related projects that could elevate low-to-moderate income residents of EBR. Currently, the low-income threshold for a family of four living in EBR is $69,900.
