About the Consolidated Plan

Baton Rouge City-Parish (EBR) is developing the 2025-2029 U.S. Housing and Urban Development (HUD) Consolidated Plan to guide affordable housing, community development, and related project federal funding. East Baton Rouge City-Parish received federal funding from HUD Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Housing Opportunities for Persons with AIDS (HOPWA), and Emergency Solutions Grant (ESG) Programs. To receive these funds, EBR is federally required by HUD to develop a Consolidated Plan every five years.

Throughout 2025, the Baton Rouge Mayor’s Office of Community Development will provide opportunities for citizens to voice their concerns and opinions on housing and community development issues in and around Baton Rouge. This will include virtual and in-person opportunities. This web page will serve as the project home base where you can stay updated on the latest developments, track progress, view results and drafts, and learn about upcoming events.

  • The Consolidated Plan will describe how EBR plans to spend federal grants within and around the community.
  • The Consolidated Plan development process will include:
  • Consultation and Stakeholder Participation
  • Consultation and Citizen Participation
  • Draft Development and Public Comment Period
  • Plan Adoption

About the Office of Community Development

As stewards of federal Department of Housing and Urban Development (HUD) grants such as CDBG, HOME, ESG, HOPWA, and CDBG-DR, the Office of Community Development’s mission is to uplift low- to moderate-income (LMI) residents and neighborhoods, fostering equitable opportunities and vibrant communities for all.

At the heart of our approach lies collaboration—whether partnering with other city departments or engaging in public-private initiatives, we leverage our resources strategically to maximize impact, ensuring that every dollar invested goes toward creating lasting positive change in the lives of those we serve.

About the Project Team

Bayou Rouge Environmental & Planning, LLC is an environmental planning firm based in Southeast Louisiana, focusing on projects at the confluence of science and planning. The firm was established by an urban planner, Maggie Gleason, and an environmental scientist, Savannah Morales. While working together on projects in the coastal areas of Louisiana and Mississippi, Maggie and Savannah recognized a disconnect in the alignment between environmental science, data, and community planning necessary for sustainable projects. Bayou Rouge aims to better link communities to their natural environments by using science, data, and planning to create sustainable, equitable, and healthy places to thrive.

Atlas Community Studios (“Atlas”) is a woman and minority-owned firm fueled by creative problem-solvers and capacity-builders committed to advancing the economic prosperity of communities nationwide. Leveraging more than 70 years of combined experience spanning both the public and private sectors, the Atlas team specializes in project implementation and the pre-development work needed to be implementation-ready, including research, planning, funding strategies, grant writing, and advocacy.
